This is because all he has to do is tag the new mobile phone on the previously issued IC resident registration card.
Starting from December 27, when mobile ID is introduced to the resident registration card used by all citizens over the age of 17 (44.27 million as of December 2023), people will be able to conveniently use their resident registration card by saving it on their mobile phone without having to carry the physical resident registration card.
On December 26 last year, the ‘Resident Registration Act’, which contains the basis for issuance of mobile resident registration cards, was revised and is scheduled to go into effect on December 27 this year after one year of preparation.
In relation to this, the Ministry of the Interior and Safety announced on the 30th that it would announce amendments to the ‘Enforcement Decree of the Resident Registration Act’ and the ‘Enforcement Rules of the Resident Registration Act’, which contain details such as mobile resident registration card issuance procedures and security measures.
The Ministry of Public Administration and Security has expanded mobile ID cards, starting with mobile civil servant ID cards in 2021, driver’s licenses in 2022, and national veterans registration cards in 2023, and mobile resident registration cards will be available starting from December 27 this year.
A mobile resident registration card can be applied for by a person who has been issued a physical resident registration card if desired, and can be applied in one of the following two ways.
First, you can visit your town, village, or neighborhood community center and verify your identity before applying. In this case, the issuance fee is free, but if you change your mobile phone, you must visit the community center to reissue a mobile resident registration card.
Second, people who have been issued a physical resident registration card as an IC resident registration card can receive a mobile resident registration card by tagging their mobile phone with the IC resident registration card. In this case, it is convenient to be able to get a mobile resident registration card reissued without visiting a community center even if you change your mobile phone, but you have to pay the IC chip fee (5,000 won).
Meanwhile, in order to spread mobile resident registration cards, those who are 17 years of age or older and are receiving a resident registration card for the first time if they wish to receive an IC resident registration card can receive one for free.
Mobile resident registration cards use the latest security technologies, such as encryption, to prevent forgery, falsification, and unauthorized use, and can only be issued to one terminal in the person’s name.
In addition, as soon as a report of loss of a mobile phone is received at the call center or website, the validity of the mobile resident registration card ceases. To protect personal information, the mobile resident registration card has an expiration date and must be reissued every three years.
The Ministry of Public Administration and Security plans to collect various opinions from stakeholders, including the public and related organizations, during the legislative notice period (40 days) from March to July 10 and reflect them in the amendment. The amendments can be viewed in the Official Gazette and the Citizens’ Participation Legislation Center, and opinions on the amendments can be submitted by mail, fax, or the Citizens’ Participation Legislation Center.
Minister Lee Sang-min said, “The mobile resident registration card service for all citizens over the age of 17 will be an opportunity to upgrade digital identity authentication to the next level,” adding, “We have made special preparations so that citizens can use it with confidence, making daily life more convenient with the digital platform government.” “I will do my best to help you feel it,” he said.
