❶ Eligible for support: Households that meet both income standards and household member characteristics standards
❷ Support benefits: Up to KRW 209,500 support for energy bills such as electricity, city gas, LPG, etc.
❸ How to apply: Apply online from May 25th (Wednesday) at your town/myeon/dong administrative welfare center or welfare office.
What is an energy voucher?
Everyone stays cool in the summer,
This is a system that provides energy-vulnerable groups with vouchers to purchase electricity, city gas, district heating, kerosene, LPG, and briquettes to help them stay warm in the winter.
Energy vouchers are only available to households that meet both the income standard and the household member characteristics standard.
[Income standard]
Recipients of living or medical benefits under the ‘National Basic Livelihood Security Act’
*Living wage: Households below 30% of standard median income
*Medical benefits: Households earning 40% or less of the standard median income
[Based on household member characteristics]
If the beneficiary (person) or household member on the resident registration table falls under any of the following:
① Elderly: People born before December 31, 1957 based on resident registration
② Infant: Born after January 1, 2016 based on resident registration
③ Disabled persons: Persons with disabilities registered in accordance with the ‘Act on Welfare of Persons with Disabilities’
④ Pregnant women: Women who are pregnant or less than 6 months after delivery
⑤ Patients with severe diseases, rare diseases, patients with severe incurable diseases: People with serious diseases, rare diseases, or severe incurable diseases according to the ‘Enforcement Decree of the National Health Insurance Act’
⑥ Single-parent family: A person who raises a child as a ‘mother’ or ‘father’ under Article 4 of the ‘Single-Parent Family Support Act’
⑦ Boy and girl families: People who are eligible for support in the field of children as defined by the Ministry of Health and Welfare
[Targets excluded from support]
① All household members are recipients of guaranteed facilities
② Beneficiaries for whom all household members have been confirmed to be hospitalized for a long period of 3 months or more
*You can apply if there is a discharged member of the household during the application period.
*In case duplicate winter voucher application is not possible
① Recipients who received support for winter fuel costs (from October 2022) in accordance with the ‘Emergency Welfare Support Act’
② Persons (households) who have been issued the 2022 Kerosene Sharing Card by the Korea Energy Agency
③ Persons (households) who have been issued a 2022 briquette coupon by the Korea Mine Reclamation and Reclamation Corporation
[Support benefits]
The energy voucher is in the form of a ‘voucher’ and allows you to receive a discount on annual energy bills of up to KRW 209,500, including up to KRW 15,000 in summer and KRW 194,500 in winter.
*Differential support depending on the number of family members
You can use the voucher to purchase electricity, city gas, district heating, kerosene, LPG, and briquettes and receive a fee deduction.
If you apply for an energy voucher once a year, you can receive both summer and winter vouchers at the same time and use the remaining balance after using it in the summer as a winter voucher.
Also, you can use part of the winter voucher by pulling a summer voucher.
*Maximum 45,000 won, selected when applying for voucher for desired households
You can choose how to use the energy voucher between the National Happiness Card and the fee deduction method.
✔ Fee deduction
As a ‘virtual card format’, electricity, city gas, etc. charges are automatically deducted from the bill issued during the period of use.
✔National Happiness Card
If you want to use an energy voucher in ‘physical card format’, you must apply for an energy voucher after issuing the National Happiness Card.
If you are selected as a support recipient, the voucher amount will be charged to your National Happiness Card and you can use the card to make direct payments when purchasing kerosene, LPG, briquettes, etc.

From Wednesday, May 25, 2022 to Friday, December 30, 2022, you can apply by visiting the administrative welfare center in the eup, myeon, or dong of your place of residence according to your resident registration or apply online through the welfare website.
