Pursuant to Article 20 (1) of the Building Act, a person who intends to construct a temporary building in urban/Gun planning facilities and scheduled areas for urban/Gun planning facilities must obtain permission.

And, in paragraph 2 of the same Article,
Unless it falls under any of the following subparagraphs, temporary construction shall be permitted.

1. In case of violation of Article 64 of the 「National Land Planning and Utilization Act」

2. On the 4th floor or higher

3. In the case of failure to comply with the provisions of the ordinance within the scope of the standards prescribed by the Presidential Decree regarding the structure, retention period, purpose of installation, and necessity of installation of other facilities, etc.

4. Other violations of restrictions under this Act or other Acts and subordinate statutes.

Notwithstanding Article 20 (1) of the Building Act, a person who intends to build a temporary building for purposes prescribed by Presidential Decree, such as temporary buildings for disaster recovery, entertainment, exhibitions, and construction, shall commence construction after reporting to the Special Self-Governing City Mayor, Special Self-Governing Province Governor, or the head of a Si/Gun/Gu in accordance with the retention period, installation standards and procedures prescribed by Presidential Decree. (Article 20 (3) of the Building Act)

1. Building for temporary use in an area where a disaster has occurred or an area adjacent thereto designated by the Special Self-Governing City Mayor, Special Self-Governing Province Governor, or the head of a Si/Gun/Gu

2. Temporary entertainment venues, temporary exhibition halls, temporary stores for direct trade of agricultural, fishery, and livestock products, and other things similar thereto that are recognized by the Special Self-Governing City Mayor, Special Self-Governing Province Governor, or the head of a Si/Gun/Gu to have no impediment to urban aesthetics or traffic flow.

3. Temporary buildings and structures for construction of a size necessary for construction

Temporary stores (referring to those for the purpose of selling goods, etc.) built in areas designated and announced by the Special Self-Governing City Mayor, Special Self-Governing Province Governor, or the head of a Si/Gun/Gu for aesthetic maintenance of roadsides, etc., which do not impede safety, fire prevention, and hygiene.

6. A temporary building with a prefabricated structure used for security, with a total floor area of ​​10 square meters or less.

8. Temporary buildings made of containers or something similar that are used as temporary offices, temporary warehouses, or temporary lodgings (excluding those built on the rooftops of buildings. However, from July 1, 2009 to June 30, 2015, and from July 1, 2016 to June 30, 2019, those built on the roofs of factories are included)

9. Plastic greenhouses for agriculture and fishery, which are installed in residential, commercial or industrial areas among urban areas, with a total floor area of ​​100 square meters or more

10. Buildings with a total floor area of ​​100 square meters or more for use in simple sheds, livestock manure treatment, livestock exercise, and livestock rain shelters or tents (including those with walls or roofs made of synthetic resin and less than 1/2 of the roof area made of synthetic steel sheets)

11. Fixed greenhouses and simple workshops for agriculture and fisheries, livestock breeding rooms

12. Tents (including those with walls or roofs made of synthetic resin) installed in factories or warehouse facilities or installed on adjacent land to be used for storage of goods, simple packaging, simple repair work, etc., and others similar thereto

13. Installation as a tent or lightweight structure for the purpose of temporary tourism and cultural events in amusement parks, general resort business areas, etc.

14. Outdoor exhibition facilities and filming facilities

15. Temporary buildings used for outdoor smoking rooms with a total area of ​​50 square meters or less

16. Other buildings similar to those falling under subparagraphs 1 through 14 and determined by the building ordinance.

1. It shall not be a reinforced concrete structure or a steel frame reinforced concrete structure.

2. The retention period must be within 3 years. However, the period may be extended until the urban/gun planning facility project is implemented.

3. The installation of new main line supply facilities such as electricity, water, and gas shall not be required.

4. It shall not be a building constructed for the purpose of sale as an apartment house, sales facility, transportation facility, etc.
