Starting this year in 2024, a new national certification for child care workers will be established. Previously, private organizations issued their own certificates or certifications, but these were not officially recognized.
In response to the growing demand for child care workers in accordance with childbirth support policies and the need to strengthen the expertise of child care workers, a new national certification system for child care workers was established.
The child care certification training course consists of 80 hours of theory and 20 hours of field training. In the theory course, you will learn the knowledge and skills necessary to work as a child caretaker, including early childhood education, child development, safety management, and care skills. In field training that lasts from 2 to 20 hours, you can experience practical work in an actual child care setting.
The written exam is multiple-choice and evaluates five subjects: Introduction to Early Childhood Education, Infant Play Guidance, Newborn Care, Reality of Early Childhood Education, and Child Psychology. There will be a total of 60 questions, 10 for each subject, and you must score at least 4 points for each subject and an average of 60 points for all subjects.
Obtaining a national certification for child care helps you gain trust from households using child care services and child care service providers. It is also expected to help improve the treatment of child caretakers.
The currently ongoing exam schedule varies depending on the care service support agency, and the schedule can be checked by announcement on the official website of ‘Idol Care’. Please check the schedule as it opens periodically every month.
In conclusion, there have been no specific implementation guidelines for child care national certification. If you go to the Human Resources Development Service of Korea’s Q-net site, the list of national certifications has not been updated yet. Since it was announced that an implementation system would be promoted last year, it is expected that guidelines will be released soon. We will share the details as soon as the guidelines are announced.
The child care salary allowance has increased by approximately 5% from 9,630 won in 2023 to 10,110 won in 2024. The minimum hourly wage increased by 2.5% this year compared to last year, and seeing that it has increased twice as much, it appears that the government is trying to expand the workforce of child care workers. The direction of the policy seems to be to encourage childbirth and create a comfortable environment for parents.
The salary table above is based on one child. If one more child is added during the same time slot, an additional allowance of 5,055 won will be charged, and if two more children are added, an additional allowance of 10,110 won will be charged. If you work overtime on holidays or at night, you will be paid 1.5 times the basic hourly wage.
The Seoul City Child Care Subsidy, also known as the Grandparent Care Allowance, is a child care allowance that can be received when grandparents are taking care of their children. You can choose between receiving ‘child care expenses for relatives and helpers’ or receiving child care vouchers as a support method. This also applies to cases where relatives within the fourth degree of consanguinity, other than grandparents, are taking care of the child.

Applications for support can be made online from the 1st to the 15th of every month on the Seoul Metropolitan Government website (All Information Universal Key).
Eligible for support are families raising children between 24 and 36 months old, with a gap in childcare due to dual income, and earning less than 150% of the median income (KRW 6,653,000 per month for a three-person household).
When applying, you must submit a family relationship certificate proving that you are a 4th degree relative of the child and a copy of your bankbook to receive the subsidy.
