1) What is a cadastral map?
Before explaining the cadastral map, it is necessary to explain the parcel first. A parcel is a registration unit of land, and can be thought of as a street number address that we commonly use. Land transactions are carried out on a parcel-by-lot basis, and parcels are divided into a total of 28 parcels (see table below) according to use. Among the 28 land areas, only forest areas are shown on forest maps, and the remaining 27 land areas can be confirmed through cadastral maps.

In the cadastral map drawing, you can check the location of the land, land category, lot number, boundaries between lands, etc. Just as a person has a resident registration card, a cadastral map can be considered an identification card for the land (parcel) along with a copy of the register, building register, and land register. For reference, the reason why cadastral maps and forest maps are distinguished is because the scales are different. (Cadastral map – 1/500, 1/600, 1/1200 scale, forest map – 1/3000, 1/6000 scale)

2) Why it is necessary to view cadastral maps
I think it is essential to look at the cadastral map before purchasing land. As mentioned above, a cadastral map contains a drawing of the land and various information. When you want to buy or sell a building or land, or build a house or building on the land you want, you must know where the land is located, what the land use is, whether there are roads, and the land development plan before purchasing.

Additionally, the shape of the land on the cadastral map may be different from the actual boundary of the land, or the land area may be different from the area of the register. Since land is not cut straight, if you do not check it properly, you may end up buying another piece of land. So, if you have land you want to purchase, it is a good idea to check the cadastral map.

3) How to distinguish cadastral maps and forest maps
Depending on the land number you are searching for, whether you should search using a cadastral map or a forest road will vary. Let me explain with an example.

Mountain 123-1: If there is a ‘mountain’ in front of it, you must view it as a forest road.

123-1: If there is no ‘mountain’ in front, it must be viewed using a cadastral map.

※ Occasionally, when the land area is designated as ‘forest land’, some people try to view the forest map, but when they do so, they come up with an address that does not exist. In this case, you must view it as a cadastral map, and the cadastral map and forestry map are differentiated depending on whether ‘mountain’ is in front of the lot number or not.

4) How to view Ministry of Land, Infrastructure and Transport cadastral maps for free
There are a total of four ways to view the Ministry of Land, Infrastructure and Transport’s cadastral maps that are introduced here. The cadastral map is the same no matter which site you use, so you can view it from any convenient location, but there are slight differences. This will be explained step by step below.

1. Government24
You can view cadastral maps on the Government 24 website, which handles civil complaints such as resident registration copies. Of the four methods, this is the most authentic(?) method of viewing a cadastral map copy. Anyone can view it for free through an Internet search without any additional fees, and can check it right away. Please see below for the site link.

If you are not familiar with Internet issuance or computers, you can visit a government office to issue and view a cadastral map. Please note that if you apply in person, by mail, or by phone, there is a fee of 700 won for a certified copy and 400 won for inspection.

Please accurately enter the address of the land you wish to view. If you enter it directly, it may not be searched properly due to spaces or typos, so you can click the [Address Search] button to find and enter the address. After selecting the receipt method and receiving organization, click [Submit a complaint] at the bottom left. There is usually a ‘Next Step’ or ‘Confirm’ button on the right, so I habitually clicked the ‘Cancel’ button on the right ^^ Please be careful not to make the same mistake as I did.

For reference, there are cases where it is difficult to issue a cadastral map online. If you wish to view the scale of a drawing as a specific value, please note that if there are multiple drawings for one lot, you must visit in person to obtain one.

2. Ministry of Land, Infrastructure and Transport Land Use Regulation Information Service (LURIS)
You can also view cadastral maps for free on the LURIS Land Use Regulation Information Service website provided by the Ministry of Land, Infrastructure and Transport. There is no need to register, and you can search right away by just entering your address. It is simpler and easier to check than Government 24, and is suitable for simple verification rather than for submitting a certified copy. If you need to submit a cadastral map to a third party or need it as a document, use Government 24.

You can check the local district designation (neighborhood commercial zone, type 2 general residential zone, etc.), land category, area, individual publicly announced land price, regulations, etc. of the land in question. For reference, the scale is set to 1/1200 by default. If the cadastral map is 1cm, the actual land is 12m.

3. Naver Map cadastral editing map
After searching for the street number address on Naver Map, click [Cadastral Edit Map] in the right menu to change the screen and check the cadastral map. It can be checked more quickly and simply than with Government 24 or the Land Use Regulation Information Service, but since detailed information cannot be viewed, it can be useful when searching multiple pieces of land or only the approximate location.

4. Daum Map (Kakao Map) cadastral map
Similar to Naver Map, Daum Map (currently Kakao Map) also provides simple cadastral editing. After entering the address, click the icon with overlapping squares on the right. If you click the [Pointed Editing] menu, you can see that the screen changes. On Naver, you can see the address at a glance, and on Daum, you can see the use area at a glance. I think you can use it depending on your individual needs.

5) Required information for viewing cadastral maps and purchasing land
There are various reasons for viewing cadastral maps, but the biggest reasons are probably to purchase land at auction or for investment purposes, or to purchase land and build a house. If you are one of those people, please check it out.

1. Check the shape of the land
The squarer the land, the more valuable it is. This is because it has great utility value and clear boundaries. If the shape is long to one side or has a narrow area, you must check the actual land and think about real estate investment and utilization value.

2. Check the access road
You must check whether the target land is adjacent to an access road. If there are no roads on the cadastral map, it is a deserted land, so usability and accessibility are significantly reduced. (※ Blind land: land that is not in contact with a road but is surrounded by other land) If you build a house or building but there is no road, you cannot move it.

3. Confirmation of use area
If the land is tied to a development restriction zone (green belt), natural environment conservation area, or conservation green space, development and construction are restricted, so it is recommended to check the intended use. Additionally, if you want to build a house or house, you must purchase land in a general residential area or urban area, and if it is for a different purpose, you must inquire with the local government in charge of whether a land use change is possible.

4. Field visit
There are many aspects of land that cannot be confirmed using cadastral maps or land registers alone. It is advisable to check whether the land shape matches, slope, land height, surrounding facilities and environment have a significant impact on the value of the land, so it is recommended to check through an on-site visit.

The above is a summary of how to view the Ministry of Land, Infrastructure and Transport’s cadastral maps for free and information that can be used as a reference when purchasing land. I hope this will be of great help to those who invest in real estate land.
