I would like to tell you about the income of a new 9th grade civil servant based on my two years of experience.
The first thing to deal with in the income of civil servants is the basic salary, which we often refer to as ‘wop level’.
The salaries for civil servants are as follows: (As of 2022)
The salary of the first grade 9 civil servant newly appointed in 2022 is 1,686,500 won.
So, let’s take a look at the minimum wage.
The minimum hourly wage in 2022 is 9,160 won.

Minimum monthly salary is 1,914,440 won
If you look at it this way, numerically, the monthly salary of a new 9th grade civil servant is more than 200,000 won less than the monthly salary calculated by the minimum wage.
However, there is a clear difference in terms of the actual amount received at the time of the current position.
Since the salary of civil servants includes allowances other than the main salary such as position subsidy, the actual salary received has a slight difference from the salary table.
As of 2021, the average monthly salary I received was about 171,000 won, as I was in the first or second year of 9th grade.
For reference, I worked in an environment with very little overtime.
Although the monthly salary increased slightly to 1.7 million won, including allowances other than the main salary, it is still less than the minimum wage standard.
However, in addition to the monthly salary, public officials receive remuneration such as holidays and vacation pay and performance bonuses.
As of 2021, based on the first and second years of 9th grade, I was paid about 1 million won each for the Lunar New Year and Chuseok holidays.
In addition, performance bonuses were paid once a year, which can be substituted for ‘bonus through performance evaluation’ in terms of private companies.
Performance bonuses are paid according to grades based on performance evaluation.
In 2021, I received the most average grade and received a performance bonus of about 2 million won.
Combining the monthly salary and other major remuneration, the total salary I received in 2021 is as follows:
1.710.000*12 (monthly salary)+1,000,000*2 (holiday and vacation expenses)+2,000,000 (performance bonus)
= 24,520,000 won
If you divide the total salary received in 2021 of about 24,520,000 won by 12 months, you get an average of about 2,040,000 won per month.
In addition, you receive welfare points that can be used like cash. This amount varies greatly depending on the institution or local government where you work.
In my case, I received about 500,000 won in welfare points every year, but I heard that some local governments receive more than 1 million won in welfare points.
Of course, it is difficult to say that the average annual salary is around 20 million won, and the average monthly salary is 2 million won.
Rather, it would be on the small side when looking at the overall occupational groups in society.
However, based on my experience, it felt like a reasonable level of remuneration and not bad compared to the work intensity and environment I had been through.
And above all, it should not be overlooked that the above income is only the income of the new 9th grade civil servants who have just been appointed, and the income of civil servants is stable and systematically upward.
If, like me, you are hired in your early 20s and continue to work for about 10 years until your early 30s, you will be able to receive a real income of 40 million won a year through a stable job.

If you check Article 60 of the Labor Standards Act,
15 days of paid leave should be given to workers who have worked at least 80% of the time in one year.
Workers who have worked for less than one year or less than 80% of workers in one year shall be granted one day of paid leave for each month of work.
A worker who has worked continuously for three years or more shall be given paid leave in addition to the leave under paragraph (1) for every two years of continuous service exceeding the first year.
