What is the National Learning Card?
The National Learning Card is a program to promote work activities for employed and unemployed people. It is a welfare policy that supports free education at public expense. Those who apply for and receive the card can take government-supported training for free.

There are 24 types of free training, and you can get training in various fields such as welding, barista, IT, and sales to help you find a job. After completing the free training, trainees must continue to search for a job.

How to Apply for the National Korean Learning Card Online

There are two ways to apply for the National Korean Learning Card. You can apply online or offline. You can apply online through HRD-Net and offline by visiting the nearest employment center.

1. Register and log in to HRD-Net
The first step to apply for the National Learning Card is to register and log in to the HRD-Net website. Click on the item corresponding to individual member, training organization member, or corporate member and proceed with membership registration.

2. Check your eligibility for the National Learning Card
Any Korean citizen can apply for the National Korean Learning Card. Unemployed, employed, and self-employed can all apply.

If you are unemployed or employed, you can proceed without submitting any documents. If you are an individual business owner, a representative of a corporate business owner, or a representative of a non-profit organization, the following documents are required, so please prepare them when applying.

4. Register for a job search on WorkNet
To apply for card issuance, you need to register for a job search on WorkNet. Trainees who have been trained with the card must continue their job search. To do so, they must be registered for a job in WorkNet.

5. Physical card registration
You need to select the card type for which you want to issue the National GKID. Select the appropriate option: New issuance or reuse of existing card. The expiration date of the Tomorrow Learning Card is 5 years. If the physical card expiration date has passed, the card must be reissued. You can receive free government-funded education up to 300 ~ 500 million won per individual.

✅ The card is valid for 5 years from the date of account issuance.

6. Complete the issuance of the NAVER Learning Card
Card issuance is complete. You can receive the card within 4 to 5 days. You can receive the card in person or by mail.

Both debit and credit cards are available for issuance. If you want to receive the card quickly, choose a debit card, which is said to be a little faster.

Cautions when applying for on-site issuance
When applying for the Tomorrow’s Learning Card, applicants must bring their “Account Issuance Confirmation” to the bank.

You can print out your National Tomorrow’s Learning Card issuance confirmation from [HRD-Net Homepage > National Tomorrow’s Learning Card Application History > Remarks]. If the field is blank, you must request a correction from the person in charge of the employment center.

All Korean citizens are eligible to apply. However, there are some exclusions. Those who meet the following conditions are excluded from applying for the card.

Eligible students can apply regardless of whether they are enrolled in a broadcasting university or a cyber university. You can apply up to those who are scheduled to graduate within 3 years.
