공무원 가족돌봄휴가It was argued that the scope of reasons for family care leave that can be used by government officials should be expanded. On the 21st, the Federation of Korean Teachers and Education Workers’ Federation delivered a proposal to the Ministry of Personnel Management stating, “Events necessary for entering higher schools, such as exams and interviews, should be added to the examples of national public servants using family care leave.”
According to the current regulations related to the service and disciplinary action of national public officials, public officials are allowed to ▲child or children in daycare centers under the Infant and Toddler Care Act, kindergartens under the Early Childhood Education Act, and schools under each subparagraph of Article 2 of the Elementary and Secondary Education Act due to closure, closure, or closure of schools, or other similar reasons. If you need to take care of your grandchildren, or if you participate in official events such as daycare centers attended by your children or grandchildren, or consultations with teachers, you can use family care leave up to a total of 10 days per year.
However, even though ‘care’ reasons for using family care leave arise, leave cannot be taken, so it does not fit the purpose of introducing the system.
The Federation of Korean Teachers & Education said, “Family care leave can be used for business closures, school closures, school closures, and other similar reasons, but due to the rigidity in the interpretation of ‘equivalent reasons,’ there are situations in which it cannot be used for tests, interviews, etc. required for children to advance to higher schools. “It’s happening,” he explained.
In addition, it was pointed out that family care leave can be used for entrance ceremonies, graduation ceremonies, school arts, sports days, participation classes, and parent consultations, but the scope is narrowly interpreted as ‘the school at which one is attending.’
The Korean Federation of Teachers’ Federation said, “Education authorities have issued an authoritative interpretation that, unless the examples in the regulations related to service and disciplinary action of national public officials are expanded, only the contents of the examples described in the relevant regulations can be recognized,” adding, “As a result, teachers are prohibited from using family care leave.” “As we are facing restrictions, we need to expand and change the reasons for family care leave as soon as possible,” he requested.
