Let’s learn about how to apply for and use the First Meeting Pass.
The First Date Voucher is a government-supported project developed as a measure to address Korea’s low birth rate. It is a system that provides 2 million won of vouchers to each born child to reduce the financial burden of raising a child in the early stages of life.
Eligible for payment are children born after January 1, 2022, and only children whose birth registration has been successfully completed and who have received a resident registration number are eligible for payment.
Holder of Korean nationality: Possible even if both parents are foreigners as long as the child is of Korean nationality. However, this excludes cases where refugee status application screening is in progress.
The support amount is 2 million won per child regardless of birth order, multiple births, etc.
If you give birth to twins and there are 2 babies, 2 x 200 = 4 million won. You can receive a total of 4 million won.
Since the subsidy is paid in the form of points rather than cash, you must have a National Happiness Card to receive 2 million won in points.
If you do not have a Kookmin Happiness Card, you can apply for one at a credit card company. Representative examples include Samsung, Lotte, KB Kookmin, and Shinhan Card. Please select the card company that suits you and issue the card.
If you already have a National Happiness Card, you can receive payment with your existing card, so you can apply for issuance with your existing card.
However, there are exceptions where cash payment is possible.
In the above two cases, you can receive payment in cash.
There are four main ways to apply.

Visit the administrative welfare center you belong to in person
Online application is only possible if the child’s guardian is a parent. If a person other than a parent wishes to apply, he or she must visit the Administrative Welfare Center to apply.
The required documents for application are as follows.
Documents 1 and 2 are available at the Administrative Welfare Center, so you only need to bring your resident registration card when you visit.
If you have additional documents to submit, such as a foreign couple or a female inmate, you can prepare by looking at the items below.
◎ Documents required to confirm whether a child is under institutional care
– Facility admission certificate (required), copy of Didim Seed bankbook (required), etc.
◎ Documents required to confirm guardianship, etc.
– Basic certificate (detailed copy), court judgment/decision (divorce, child abuse, domestic violence, etc.), etc.
◎ If you have dual nationality or were born overseas
– In case of dual nationality, basic certificate details, 1 copy each of family relationship certificate, foreign passport
(Foreign passport holders) 1 copy, 1 copy of domestic passport (Domestic passport holders)
– For those born overseas and not with dual nationality, a copy of domestic passport
* However, if you do not have both a foreign passport and a domestic passport, a copy of your travel document, certificate of entry and exit, childcare expenses, etc.
Submit documents that publicly confirm that you are actually residing in the country, such as payment certificate and vaccination certificate.
◎ Recognized refugee
– Child’s refugee status recognition certificate, however, if the child’s refugee status recognition certificate is not available, this may be substituted.

Points worth 2 million won will be paid from the day after receiving the voucher (voucher) payment decision, and can be used for one year from the child’s date of birth.
One thing to note is that it is one year from the child’s date of birth, so you must check the period of use carefully.
If the date of birth is February and the month in which the first meeting voucher is paid is August,
It must be used within a total of 7 months, from August to December and January and February of the following year.

It can be used in all industries (including online purchases) except for the items below.
Industries excluded from use
Entertainment businesses (general entertainment bars, martial arts bars, draft beer shops, other bars), gambling, businesses (casinos, lottery rooms, arcades), hygiene businesses (massage parlors, massages, saunas), leisure businesses (video rooms, karaoke rooms, etc.), etc. (adult products, gift certificates, etc.), duty-free shops, e-commerce gift certificates, etc.
