On June 9, the Ministry of Agriculture, Food and Rural Affairs announced that it would launch a ‘Task Force for Introduction of the Pet Behavior Instructor System’ to prepare a plan for operating the pet behavior instructor qualification system. The task force is comprised of about 20 external experts from academia, behavioral guidance experts, qualification experts, and related organizations, with Animal Welfare and Environment Policy Director Song Nam-geun as the team leader.
The number of people living with companion animals has exceeded 10 million, and with the nuclear family, more people are considering animals as family members. As a result, we see a lot of articles about abusing pets. Of course, it is a big problem, but we cannot ignore the damage suffered by our neighbors. Two years ago, I was bitten by a dog while walking and had to get a tetanus shot. I couldn’t argue with a young boy, so I quietly dealt with the problem on my own.
The reality is that there is a shortage of experts who can correct these problems compared to the number of companion animals. What is essential for pet owners and non-pet owners to live together in harmony is education and training about animals. With the revision of the Animal Protection Act on April 26, 2022, a new national qualification for companion animal behavior instructors was established, and it is scheduled to be implemented in earnest from April 27, 2024, and the first national qualification test will be held in the first half of next year.
Pet behavior instructors can get jobs in a variety of fields. You can get a job at a dog center, start a business, run a veterinary hospital, a dog training center, or work in pet-related industries such as beauty salons, hotels, and dog cafes. You can also give lectures in related fields at universities or high schools, and become an academy instructor, pet sitter, etc. Expectations are high that it will become an almost all-purpose certification in all fields related to companion animals, including freelancing.
As of 2022, the number of private certifications was 59. Representative examples include ‘pet dog caretaker’, ‘animal trainer’, and ‘animal behavior correction specialist’. Basically, you must have experience and knowledge in handling animals, so I think it would be a good idea to apply in advance for the ‘Pet Behavior Modifier’ certification hosted by the Korea Kennel Federation, an incorporated association.
In the case of level 3 pet behavior correction technicians, it is possible to obtain private qualifications through a written test with a passing score of 60 points or more out of 100 points. Since there are already various test books, such as lectures, books, and expected questions, in this field, I think that studying in advance will be a great foundation for obtaining a national certification.
No matter what national certification exam you take, aiming for the first time has the highest chance of passing. This is a pet behavior instructor certification that anyone who loves pets can try. In the case of the first exam, there may be some difficulties as there are no previous exam questions and the system is not perfect, but on the contrary, it is not well-known and there are not many test takers, so competition is weak and the early exams tend to be easy, so prepare in advance now. So, if you take on the challenge in the first half of 2024, I think it will be of great help in starting a good job or business.

Although there is no clear plan yet regarding the specific operation plan for the practical exam, the task force plans to come up with a plan by the end of the year.
